Falling Through the Net: Defining the Digital Divide

This report, released July 8, 1999, is the third in the Falling Through the Net series from the U.S. Commerce Department's National Telecommunications and Information Administration (NTIA). This comprehensive study of the technology gap in America indicates alarming differences in access to technology and the information and services it provides. These differences have increased since the previous report in the series. From the report: "Education and income appear to be among the leading elements driving the digital divide today. Because these factors vary along racial and ethnic lines, minorities will continue to face a greater digital divide as we move into the next century."
