CHIS states that "consumer health information is any information that people need to make informed decisions about their health. Access to this information allows public participation and choice in health-care decision-making". CHIS began as an 18 month pilot project to develop a provincial consumer health information service. It was designed to test the feasibility of a collaborative model for improving access to health information for Ontario citizens. The founding partners are the Faculty of Information Science, University of Toronto; the Consumers' Association of Canada (Ontario); the Metropolitan Toronto Reference Library; the Toronto Hospital and the Centre for Health Promotion. It is funded by the Ontario Ministry of Health, Health Promotion Branch.

Five years later CHIS is located at the Metro Toronto Reference Library and provides in-depth health information in-person or via local telephone (416) 393-7056 and outside Metro by toll free 1-800-667-1999 and fax 416-393-7181. CHIS is staffed by librarians with health sciences backgrounds.
