Advisor, Policy, Health Services - Office of the Medical Officer of Health, Region of Peel

Contract Duration: Approximately twenty four (24) months

The Advisor, Policy provides expert advice and works collaboratively with staff across the health department as well as with senior public health management staff to support all aspects of the work of Peel Public Health related to healthy public policy.

This position is responsible for the development of appropriate supports and interventions to build staff capacity in policy development and analysis and policy issue management.

The Role:

  • Provide expert advice and leadership to conceptualize, develop, implement and maintain a system (processes, methods, tools, standards, models, etc.) for policy work at Peel Public Health, including Peel Public Health’s policy roles, the use of evidence in policy development and management of policy issues
  • Research, develop and advocate for policies which support health;
  • Review and provide input on policies of all levels of government which may impact health;
  • Develop and maintain relationships in organizations related to healthy public policy;
  • Disseminate and promote the adoption of key policies and strategic directions
  • Research, understand and communicate the science of behaviour change in relation to health;
  • Provide input to policy development at all levels of government;
  • Provide advice and leadership on policy matters;
  • Liaise with the Strategic Policy, Planning and Initiatives Division, the Strategic Public Policy and External Relations team, and other Regional Departments;
  • Manage the policy process, including meetings, reports to Council and resulting correspondence;

Major Responsibilities:

  • Strengthen capacity across the public health department related to policy including supports and interventions for staff to apply the appropriate policy methods and tools
  • Raise awareness, desire, knowledge and involvement in policy as a means of achieving public health objectives
  • Engage in partnerships for resource and information sharing purposes; participate in special projects, task forces and other activities in support of public health policy development
  • Maintain an awareness of the literature and of developments in evidence- informed healthy public policy through literature reviews, contacts with other organizations, attendance at seminars and workshops
  • Direct and support educational development for selected public health staff in policy analyses and development, including development and delivery of curriculum
  • Undertake analysis of health issues from the perspective of strength of evidence, impact, adverse-impact, economic impact, public health ethics, as appropriate
  • Build and maintain positive relationships with internal, corporate and external stakeholders
  • Undertake the analysis of issues and develop approaches to policies related to the objectives of public health, including the leadership of ad-hoc teams drawn from public health staff
  • Provide direction to the Research and Policy Analysts of the Office of the Medical Officer of Health and to temporarily assigned staff in conducting research and analysis related to policies to promote health

Qualifications:

Education and Experience:

  • Master’s degree in public health, political studies, public policy or a related discipline or Master’s degree in a social science or health-related discipline together with training and experience in health policy or an equivalent combination of training and experience

Demonstrated:

  • Experience in policy analysis and application of public policy processes
  • Ability to work with senior managers, government officials, health professionals and other stakeholders
  • Ability to think conceptually and strategically and to provide expert advice to support strategic and operational objectives
  • Ability to adapt and work effectively in a variety of situations, and with various individuals and groups
  • Ability to work independently with minimal direction

Additional Skills and Knowledge:

  • Knowledge of current and emerging issues related to healthy public policy
  • Knowledge of evidence-informed policy development
  • Knowledge of research techniques relevant to healthy public policy
  • Knowledge and/or experience in public consultation and facilitation
  • Experience in public speaking; highly developed interpersonal skills; superior written and verbal communication skills
  • Effective time management skills and the ability to manage multiple priorities
  • Proficiency in Microsoft Office applications

Compensation: Band 8 - As per Non-Union Salary Structure plus comprehensive
Location: 7120 Hurontario Street, Mississauga
Hours of work: 35 hours/week – Monday through Friday
